The people adversely affected in pending class actions, or decrees emanating therefrom, by means of gaining legal representation, can regain their rightful voice in public school district affairs. This will enable them to address, not only racially discriminatory actions toward them under the aegis of judicial authority, but the necessity of their freedom from “government by lawsuit.”
