Groundswell Intervenors applied to the Supreme Court, and, with consent of the parties, filed an amici curiae brief in support of the petitioning DeKalb County School System, Georgia, presenting views in behalf of DeKalb County "counterparts" not directly before the Court. — Dilemma (indirect). DCSS school officials ultimately prevailed upon their petition for certiorari in Freeman v. Pitts, infra. LPS at 52-56.

Groundswell moved again to terminate all court jurisdiction, but the Board, speculating its ending might result in getting less state integration money, reversed positions and joined Plaintiffs in opposing Groundswell's motions, which were denied. (A Groundswell petition for extraordinary relief to the Court of Appeal was denied.)
 

April 1, 1994

 

Amendments to the Ralph M. Brown Act, intended to strengthen public participation in local government, became effective.
 

July 22, 1994

Groundswell moved a third time to terminate all court jurisdiction (based additionally upon Brown amendments), but motions were again opposed by Board and Carlin class and denied October 21, 1994.
